BC Province 100,000 Town Pilot Project
(Entrepreneur Immigration – Regional Pilot to communities)
Project Introduction
In 2019, the Entrepreneur Immigration – Regional Pilot to communities in BC began. This project only requires an investment of 100,000 Canadian dollars, so it is also known as the "BC 100,000 Immigration Project". The project is planned to run for two years. The main purpose is to attract overseas entrepreneurs to start businesses in remote communities far from densely populated areas, so as to promote the economic development of local communities and create more employment opportunities for local communities. The program is currently delayed until March 31, 2024.

Application conditions
Requirements for applicants:
1. The personal net assets are at least 300,000 Canadian dollars, and the source of funds is legal.
2. In the past 5 years, have more than 3 years of experience as a business owner (holding more than 10% of the shares); or, in
the past 5 years, have more than 4 years of senior management experience (holding less than 10% of the shares, and the occupation is NOC 0 or Class A) ); or,
one year of business owner plus two years of executive experience.
3. College degree or above; if you have more than three years of business owner experience in the past five years, no degree is required.
4. The applicant's English level should reach CLB4 (ie IELTS listening 4.5, reading 3.5, writing and speaking 4.0).
5. Live and live in the community to which you are applying.
Requirements for starting a business:
1. Only a new business can be established.
2. Need to hold more than 51% of the shares of the company.
3. Seasonal businesses are generally not eligible unless they operate for more than 8 months per year.
4. A chain business may be considered an eligible business if it can be demonstrated that the proposed chain business is well-run, has the ability to expand, has a sound financial record, and has been in operation for at least 5 years.
Requirements for investment and job creation:
1. Invest at least CAD 100,000.
2. Create at least one full-time job for a Canadian citizen or Canadian permanent resident.
3. The employee has been continuously employed for more than 6 months prior to submitting the provincial nomination application.
application process
1. Identify the community, business visit
• Study the situation of the community and determine the target community.
2. Obtaining a Community Support Letter
• During a business visit, meet with a community contact person and obtain a community support letter after meeting the community's requirements.
3. Register online, submit application
• Submit application materials, including English transcripts, community support letters, information forms, etc.
• The BCPNP will calculate the EI score based on the applicant's materials.
4. After receiving the invitation, submit complete materials
• BCPNP will draw the highest score among the applicants and issue the invitation.
• Applicants must submit a complete application within four months, along with an application fee of $3,500.
• During the period to complete the net worth audit certificate issued by a qualified accountant, and a business plan.
5. BCPNP Review
• After review, applicants may be asked to add any BCPNP uncertain questions or be asked to travel to Vancouver for an interview.
• Applicants will be asked to sign an investment agreement before being approved.
• Approved and obtained a work permit support letter.
6. Obtain a work visa
• Apply to the Commonwealth for a work visa with a work visa support letter.
7. Go to the community to establish and operate a business
8. Obtain a provincial nomination
• Within 12 to 20 months of obtaining a work permit, submit a final report and apply for a provincial nomination certificate.
• BCPNP evaluation report, including on-site visit, acceptance, interview, etc. of government departments.
• After passing the assessment, the BCPNP will ask the applicant to sign a statement of nomination conditions. The applicant is required to commit to continuing to operate the business while waiting for the PR application process and to meet the terms and conditions of the signed performance agreement.
• Obtain a provincial nomination certificate.
9. Application for permanent residence
• The applicant applies to the Federal Office of Immigration for permanent residence.
• The Federal Office of Migration will review the completeness and eligibility of the documents submitted by the applicant.
• After passing this review, the Federal Office of Immigration will conduct a criminal record investigation of the applicant and family members, and issue a medical examination notice. After the background adjustment and physical examination are completed, it is determined that the immigration application is successful, and the applicant will be required to send the passport to the visa center for stamping.
10. PR Approved
• Continue to operate the business and live in BC until a permanent resident PR card is issued by the Federal Office of Immigration.
